* Refactor ZHA entity availability

ZHA entity availability tracks on underlying ZHA device availability.

* Update device status without signal.

* Update tests.

* Fix tests.

* Tests for restored devices availability.

* Guard against empty last_seen entry

Refactor device loading a bit.
